We in law enforcement continue to hope that everyone will accept the obvious: “Seat Belts Save Lives.”
We concede there are accidents where seat belt use does not come into play. But armed with statistics and our
considerable experience in investigating motor vehicle accidents, we are of the opinion that their use can make
a difference between life and death, and we believe their use is a wise decision. Given the rural nature of our
sparsely-populated county, and the long drive to area hospitals, it is prudent to take advantage of all the safety
features you can.
A word to the wise–we plan on joining with other state and local law enforcement officers who strongly
enforce seat belt laws. We will be vigilant (around the clock) and our officers are prepared to ticket anyone not
buckled up—no warnings and no excuses.

Delaware County Participates in the “Yellow Dot Program”
This program is being offered free of charge.
The yellow dot program was devised as a means to communicate your personal identification,
important contacts and vital medical information to first responders when you are unable to do speak for
yourself. When you need emergency medical attention, it t is important that no time be wasted in deciding
how to best treat you. If you enroll in the Yellow Dot program and follow its instructions, your
identification and medical history will be quickly located by the first emergency person on the scene of your
mishap and may assist the medical team making decisions based upon identifying you and your current
medical issues.
Keeping it Simple – In order to make this program work, everyone must be on the same page. All
yellow decals must be placed in the same place on every automobile for easy recognition and all packets of
information must be stored in the yellow envelope we provide you and kept in the same place to enable fast
retrieval. It is important that you put the yellow sticker where the first responder will quickly spot it. It is
important that the first responder know where to look for the sticker. The bright yellow sticker shouts,
“There is a packet of medical information waiting for you to find. It will be found inside a yellow folder in
the glove compartment or if in a residence, in a refrigerator’s freezer compartment. The information
contained in the yellow folder/envelope may be critical to saving a person’s life.”
This program was developed in Connecticut in 2002, to provide patient information during the first
“golden hour” of emergency treatment – which often determines whether a crash victim will survive or not.
From there it has evolved and is being used in eight states; and its use has been expanded to include home
use. Here’s how the program works:
